In the interview below, we’ll check in with David Voigts, a former US Navy officer and an exemplary American who seeks to honor his oath to the Constitution to protect all Americans, is walking across the United States of America “to raise awareness for a growing group of victims including men, women, and children being assaulted with electronic weapons by their government.”
In the audio below, David checked in with Coast to Coast AM host George Noory earlier this week from just outside of St. Louis, MO. To raise awareness for Americans who are suffering at the hands of experiments being conducted on them unwillingly by the U.S. government, David is walking the American Discovery Trail where he started in Maryland this past spring, and hopes to end in San Francisco just before Christmas.
David Voigts, whose Control Systems Engineering background in the Navy included work in Electronic Warfare and Nuclear Billets, says the people known nationally and internationally as “Targeted Individuals” are non-consensual victims of an illegal human experimentation project in human-computer interfaces “to conduct various psychological and physical experiments with the use of electronic warfare weapons that essentiallytorture the victim psychologically and physically.”
These are not merely Covert Ops or Black Ops, he says, but criminal operations being run at a cost of billions of dollars by what appears to be a group of people trained in tactics of Special Warfare operating across federal intelligence agencies and departments in the Military.
Based on a fair amount of research I’ve done in the past on electronic warfare being conducted against U.S. citizens without their knowledge, I am able to support many of the claims made by former U.S. Navy Officer David Voigts. Since the information I’ve discovered is enough to fill 50 pages of text along with countless hours of video, the purpose of this post is to provide the reader with the basics behind the government’s covert actions, as much of an overview as I am capable of giving about the technology being used, and where you can go to get more information on each subtopic.
At the end of the post there are two YouTube videos provided by former U.S. Navy Officer David Voigts himself, along with a great deal of supporting links and articles. Also, you’ll find by watching the videos provided by David, that they corroborate much of what my mind blowing research will show you. To begin with, back in February, many people began noticing strange towers that looked like cell phone towers going up in their neighborhoods, but after careful review, it was determined that the “new” towers were actually what are known as GWEN (Ground Wave Emergency Network) transmitters, and they are strategicallyplaced 200 miles apart across the USA, in order to allow specific frequencies to be tailored to the geomagnetic-field strength in each area, allowing the magnetic field to be altered. The first video in the post titled, Why Are Weaponized Cell Phone Towers Being Constructed Everywhere talks at great length about giant telecommunications companies like Google and Lucent who are active in the construction of the GWEN Towers. The narrator makes note that based on the current configuration of the towers with their mega-sized cables, they are NOT presently equipped for telecommunication services or data transfer.
Finding information on these new towers was not easy, however the video below does an excellent job of trying to simplify some of the very highly technical information that can be found in the post linked above into a language that is understandable.
At the heart of the story former navy officer David Voigts is trying to bring awareness to with his journey across the country, is the fact that human beings, also American citizens, are being used as guinea pigs against their will by the United States government, and they are being tortured both psychologically and physically. To understand how sick this program is, and all that are related to it are, it helps to start at the source of the program: Nazi scientists.
If anyone has ever called you a “Conspiracy Theorist,” then you are almost certainly already familiar with “Operation Paperclip,” a crime against humanity perpetrated by the United States government in the aftermath of World War II that still continues to plague the world today both in it’s lingering affects on victims, and also in what some would say is the continuity of many of those programs to this day operating as black ops. For more information on “Operation Paperclip,” even the most basic Google search will provide realty crushing truth for some people about just how evil the U.S. government can be. Once you know the truth, consider how much technology has evolved since the days of “Operation Paperclip,” and one can only imagine what our government is up to.
Arguably, the MK Ultra mind control program is the most well known program to come out of “Operation Paperclip,” largely because of references to it in modern pop culture movies and television hits like The X-Files. The following video also gives a horrifying, but brief, overview of the program, which should begin to put the Fake Cell Phone Towers into context. MK Ultra is just the tip of the iceberg, but that should not come as a shock after you’ve just learned that the U.S. government sold its soul over 70 years ago when it placed Nazi war criminals in positions of power in all of our government’s most secretive agencies, so that the U.S. could gain a technological advantage over the Soviets during the Cold War.
The following details on MK Ultra are from an excellent paper titled, Monarch: The New Phoenix Program II. They will be helpful in understanding the next evolution of the program, and what the massive number of Fake Cell Phone Towers going up across the country are capable of:
MKULTRA mind control experiments began at the end of WWII and then became public in the 1970’s, however imperfectly, and went ‘black” again because of Senate hearings, but these experiments have continued to this day. The only reason that MKULTRA was ever brought into the light of day was that a dissident group stole government documents and released them to the press, which initially refused to publish them.
The MKULTRA archive was destroyed because of the seriousness of the crimes perpetrated by the intelligence communities. If it became public knowledge that the intelligence agencies had allowed Nazi war criminals to experiment upon American citizens, including children, and then replicated these techniques themselves, the damage to their reputation could never be undone. The only aspects of CIA criminal activity in general, or MKULTRA in particular, that the intelligence community ever admitted to were the ones that were already public, or details that had very little to do with the current capabilities of mind control weapons and techniques.
Microwave weapons and remote influence of the human central nervous system are the crown jewels of the intelligence community. It should be noted that documents dating from WWI such as the formula for invisible ink are still classified and that no serious secrets have ever been, or ever will be, willingly divulged. What did become public was only the tip of the iceberg. Mind control techniques and related technology work. Human beings can be made vulnerable to manipulation and can be used unknowingly in intelligence operations. The technology that evolved is very powerful, in fact it is the ultimate weapon, and the penalty for revealing these secrets is false imprisonment and assassination.
For any new weapons system it has always, ALWAYS, been necessary to test it on human subjects to refine and perfect the weapon, whether chemical, biological, nuclear, or in this case microwave and radio frequency radiation weapons.Human beings have been used to perfect nuclear, chemical, and biological weapons by both the United States and it’s enemies. These experiments have historically been carried out both in times of war and in peace time. The only proof of human beings ever being used as experimental subjects to develop microwave “nonlethal” weapons was captured from the Japanese at the end of WWII.
If you thought the video by Dark 5 on the 5 Most Shocking CIA Experiments of Project MKULTRA was disturbing, wait until you see the program with all the technological advances since then. Just like you have workplace mobbing, and online mobbing, which are both fully recognized as legitimate, thanks to technology like ELF Waves produced by installations such as HAARP (and now the New Fake Cell Towers), now entire communities can be psychologically mobbed at one time.

From what I can gather, the crown jewel so to speak, or the glue that holds much of this technology together, is found in the participants released in chemtrails. Yes, you read that right. First, to silence anyone shouting, “conspiracy theorist,” might I suggest they take a look at U.S. Patent #4,686,605 titled, “Method and Apparatus for Altering a Region in the Earth’s Atmosphere, Ionosphere and/or Magnetosphere” before they give anyone a headache with their asinine name calling.
The patent shows how stratospheric and tropospheric aerosols can be manipulated using electromagnetic energy in order to modify the weather. The ground-based antennas (known as ionospheric heaters) needed to produce the appropriate electromagnetic energy exist. So far we have only discussed the New Manhattan Project’s most obvious aspect: weather control. Just in that aspect alone, the New Manhattan Project is easily the biggest scientific endeavor in Human history. Believe it or not, it appears that quite a few other massive projects have been piggybacked upon this global weather modification scheme.
They are already spraying us with megatons of aluminum, barium, and strontium. That right there is enough to put people away in prison for the rest of their lives, or worse. So why stop there? The people responsible for the New Manhattan Project (NMP) have apparently gone for broke.
What else might one accomplish by spraying stuff all over God’s creation and/or shooting electromagnetic energy all over the place? What else have these mad scientists been up to? This technology is well documented and well known. It has been demonstrated in many movies and television shows such as the movie Kingsman: The Secret Serviceand the TV show The X-Files. The New Manhattan Project’s ionospheric heaters can do this. An early book titled Microwave Auditory Effects and Applications by James C. Lin, Ph.D. revealed the method. 1989’s U.S. patent #4,877,027 “Hearing System” defines this technology. Many scientific papers on the subject are available.

MIND CONTROL:
Other than weather modification, the most probable purpose of the New Manhattan Project is mind control. It is well documented that certain types of electromagnetic energy waves can remotely manipulate people’s thoughts and feelings. The relevant field here is known as “psychotronics” and “psychotronic weaponry.” A cursory overview is presented here with an emphasis upon the potential use of these technologies as part of the New Manhattan Project.
Not only can electromagnetic frequencies influence one’s mind, they can alsoaffect the rest of our bodily functions. Research by Dr. Robert Becker, Dr. Thomas Valone, and many others have strongly correlated the Human body’s functions to electromagnetic fields. This correlation is due to the fact that the Human body is a complex bioelectric organism highly susceptible to electromagnetic energies and fields.
The ionospheric heaters used as part of today’s New Manhattan Project can produce the extremely low frequency (ELF) signals that affect our moods, thoughts and bodily functions. Not only that, but the two most important New Manhattan Project scientists (Bernard Vonnegut and Gordon J.F. MacDonald) were into it.

One thing that’s important to note up front: Whether we’re talking about weaponized cell phone towers, Google’s Humanoid Robots That Can Hunt Down Humans Even in Dense Woods, or we’re talking about one of Google’s other Machines Designed to Hunt Humans Like Atlas (shown below), all are designed with the same outcome in mind, and that is to maintain total control over their “subjects.”
Our military’s involvement in these types of technologies originated with something called Project Sanguine. Project Sanguine was a proposed, mid- to late-1950s Navy project developing a long-distance submarine communications system. The proposed project involved burying tens of thousands of miles of wires a few feet underground.
Some years later in 1961, along with two other scientists, that great pioneer of the New Manhattan Project’s weather modification aspects, Bernard Vonnegut also laid the groundwork for future mind control experiments. He conducted experiments pertaining to the effects of electromagnetic energy, propagated through an aerosol, upon the effigy of a man’s head. In their 1961 report titled “Research in Electrical Phenomena Associated with Aerosols,” the trio wrote:
Seven years later, that other great scientific champion of the New Manhattan Project, Dr. Gordon J.F. “How to Wreck the Environment” MacDonald wrote:
The enhanced low-frequency electrical oscillations in the earth-ionospherecavity relate to possible weapons systems through a little-understood aspect of brain physiology. Electrical activity in the brain is concentrated at certain frequencies, some of it extremely slow, a little around five cycles per second, and very conspicuous activity (the so-called alpha rhythm) around ten cycles per second. Some experiments have been done in the use of a flickering light to pull the brain’s alpha rhythm into unnatural synchrony with it; the visual stimulation leads to electrical stimulation. There has also been work on direct electrical driving of the brain. In experiments discussed by Norbert Wiener, a sheet of tin is suspended from the ceiling and connected to a generator working at ten cycles per second. With large field strengths of one or two volts per centimeter oscillating at the alpha-rhythm frequency,decidedly unpleasant sensations are noted by human subjects.
The Brain Research Institute of the University of California is investigating the effect of weak oscillating fields on human behavior. The field strengths in these experiments are of the order of a few hundredths of a volt per centimeter.Subjects show small but measurable degradation in performance when exposed to oscillating fields for periods of up to fifteen minutes.
The field strengths in these experiments are still much stronger, by a factor of about 1000, than the observed natural oscillations in the earth-ionosphere cavity. However, as previously noted, the intensity of the natural fluctuations could be increased substantially and in principle could be maintained for a long time, as tropical thunderstorms are always available for manipulation. The proper geographical location of the source of lightning, coupled with accurately timed, artificially excited strokes, could lead to a pattern of oscillations that produced relatively high power levels over certain regions of the earth and substantially lower levels over other regions. In this way, one could develop a system that would seriously impair brain performance in very large populations in selected regions over an extended period.
The 1986 book Low-Intensity Conflict and Modern Technology features a paper by Navy Captain Paul E. Tyler titled “The Electromagnetic Spectrum in Low-Intensity Conflict.” This paper is all about using electromagnetic energy against an enemy’s mind. Shortly after referencing a Southwest Research Institute document speaking to the ability of radiofrequency radiation to, “…completely interrupt mental functioning…” and, “…sensitize large military groups to extremely dispersed amounts of biological or chemical agents to which the unirradiated population would be immune.,” Captain Tyler writes:
Some of these potential uses include dealing with terrorist groups, crowd control, controlling breeches of security at military installations, and antipersonnel techniques in tactical warfare. In all of these cases the EM systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition the ability of individuals to function could be degraded to such a point that they would be combat ineffective. Another advantage of electromagnetic systems is that they can provide coverage over large areas with a single system. They are silent and countermeasures to them may be difficult to develop.
Brainwave resonance (‘BWR’) is significant to SLIPC [subliminal involuntary psycontrol] in both passive and active contexts.
Active employment of BWR utilizes frequency generators to project desired BWR into a MW [mind war] operational environment, to adjust the emotions and awareness of all individuals therein. Such generators may be strategic satellite-based platforms which transmit BWR both directly and through intrusion into existing, localized electronic media systems. BWR can, for instance, be inserted into the Internet to be passively and indetectably (absent such sensors) received and radiated by any accessing device, from television station to desktop computer or cellular telephone.
JUST IMAGINE THESE PEOPLE AROUND YOUR KIDS:
Knowing what you now know, can you possibly imagine what the Department of Defense wants to put EEG Brain readers in every child’s classroom for? Do you think it’s for some benevolent reason?
The possibilities here are absolutely terrifying, mind-boggling, and currently beyond the scope of this investigation. Regrettably, this area of research promises to be greatly expanded in years to come. This may have been what George Bush Sr. was talking about when he said, “If the American people knew what we have done, they would string us up from the lamp posts.”
The following two videos were recorded by former U.S. Navy Officer David Voigts, and as you’ll learn, nothing he says he learned from his experience in Naval Electronic Warfare contradicts anything above. Whistleblower David Voigts, former Naval Officer and systems engineer with a background in Surface Warfare, Electronic Warfare, and Nuclear Engineering, who has been walking cross-country for “Targeted Individuals” since mid-spring this year, spoke out recently, both in a Wheel of Freedom interview, and on Facebook (covered here) to condemn the hidden Military/Intelligence programs of non-consensual neuro-experimentation currently underway in the United States of America and worldwide, which he suspects has been operative in the case of the Baton Rouge shooter, Gavin Long.

In a Facebook post on July 18, David Voigts, who is currently in Seymour, Indiana, wrote:
“This is why I’m walking across the country with a huge sign on my back. The US has developed a human-machine interface weapon that spoofs the nervous system. It is being misused to torture American citizens. This shooting in Baton Rouge is one of the outcomes.”
Gavin Long, who adopted the name Cosmo Setepenra, and wrote books on self-improvement, was the young 29-year-old ex-Marine and Iraq war veteran reportedly killed by police in Baton Rouge after he reportedly shot at six police officers, killing three and wounding the others, following the recent reported deaths of Alton Sterling and Philandro Castile at the hands of police.

News reports on investigations into his background as well as recordings of talk show interviews reveal that he had mentioned being targeted and was a member of Freedom from Covert Harassment and Surveillance, a group advocating for those being covertly targeted, assaulted, non-consensually experimented on, and hyper-surveilled in a variety of ways in their communities, including with experimental military directed-energy weapons, biometric and physical surveillance devices, synthetic telepathy, and remote bio-hacking neuroweapons.
Gavin Long’s Story is Still Being Investigated by Alternative Media Analysts Concerned About False Flags
Notably, since this incident is scarcely a week old, analysis of reports of the shooting and of Gavin Long by astute news observers online is still ongoing.
The quite relevant question today of false flags, set-ups, Masonic numerology connections, and Gavin Long as a “patsy” is being considered online at various sites, since many are concerned that conditions of civil war and groups of civilians being pitted against each other and against law enforcement are being deliberately fomented. Lance Scurvin’s talk show, A Memorial to Freedom Fighter Cosmo Setepenra: Our Modern Day Nat Turner!features Gavin Long’s friends and explores his life and personality in humanizing ways quite different from mainstream media reports. Callers to this show say they have “nothing negative” to say about Gavin Long.
Because Gavin Long was an engaging public speaker and author who questioned government and law enforcement oppression and worked positively to promote holistic healing, natural health, and self-empowerment, observers also note the issue of dozens of holistic doctors being killed today (implicating dark operatives in a pharmaceutical industry keen to keep naturalistic cancer and autism cures under wraps), as being another possible angle to consider.
Gavin Long as Bio-Hacked “Targeted Individual”
The very fact though that Gavin Long has admitted to having been targeted and stalked raises the spectre of ongoing covert targeting and covert neuro-experimentation, the issue that David Voigts is working hard to publicize (and covered in this article), for a media-deceived public.Given that much is still being uncovered and analyzed currently, this writer wishes to underline that it is only the possibility that Gavin Long did indeed engage in these reported shootings, as a deliberately steered bio-hacked “Targeted Individual”, that is being covered in this article. (Since it is still entirely possible this was an engineered event, in which he was not actually involved at all.)
In a statement posted to Facebook July 19 and shared widely, David Voigts wrote:
“I can assure you that if the shooter Gavin Long had not been tortured with the weapons (for at least 18 months) and psychological abuse, he would not have committed these murders. Gavin Long was the third shooter that contacted FFCHS for assistance. The other two being the Navy Yard shooter Aaron Alexis and the Florida State University Shooter Myron May. I’m trying extremely hard to raise awareness about these illegal torture weapons, and how they are being used to abuse civilians.”

He also shared a post by Dwight Mangum which spells out the relation of Targeting to Human Trafficking, a valid concern, since those who are being and have been targeted wrongfully—in large numbers since 9/11/2001—by JTRIG operations and agencies are also being non-consensually rolled into covert neuro-experimentation programs, in Defense contracts that are highly lucrative for contractors and participating research institutions:
“It turns out Gavin Long was a TI and contacted Derrick Robinson a year ago. These are people being abused to help in the illegal agendas to change our laws and security from terrorism that is being falsely portrayed. These are illegal acts of human trafficking.” Dwight Mangum, Facebook

In an earlier post, David Voigts, who has stated, “I am walking across the country to raise awareness about the misuse of human-machine interface weapons,” had noted:
“The Baton Rouge shooter is the sixth national case that I’m certain was a Targeted Individual. The others being the Navy Yard shooter, the Florida State University shooter, the woman who was shot at (near) the White House (Miriam Carey), Jiverly Wong, and Rohinie Bisesar.”
Other observers also note the other mass-shooting cases of James Holmes, the neuroscience graduate student known today as the Aurora Theater gunman in Colorado who killed 12 and injured 70 others, Seung Hui-Cho, the Virginia Tech shooter who killed 32 and injured 17 others, as well as the Columbine shooters, Eric Harris and Dylan Klebold, who killed 13 and injured 24 others, as possible victims of covert neuro-experimentation.
While thousands of “targeted individuals” or victims of covert neuro-experimentation, directed-energy weapons testing, and COINTELPRO speak out today both online and in public forums, including here in America recently at 2016 meetings of the Secretary’s Advisory Committee on Human Research Protections, and at the 2011 Presidential Bioethics Commission meetings to publicly report non-consensual neuro-experimentation, it is the rare few apparently who are driven to violence, in manipulated scenarios that many say are set-ups to create “Manchurian candidates”, “sleeper assassins”, or mass shooters.
In these cases, the controlling brain-computer interface technology—which, by victim accounts, can induce voices, project images, synthesize tastes and smells, and control the motor cortex (taking over movement), among other capabilities—is perfected to the point of being able to literally “take over” the target’s brain, an unsettling possibility explored here earlier inthe case of Rohinie Bisesar.
Psychological Warfare: Media Coverage Which Portrays “Targeted Individuals” as Schizophrenics is Deliberate Propaganda and “Perception Management”
It is vital to remind ourselves here that we are living in an Orwellian, post Smith-Mundt space today in the USA: Media, owned by corporate conglomerates, has been legally permitted, by the NDAA, to act as purveyors of government propaganda, via the deployment of Perception Management as weapon (once legal only in foreign areas of conflict), and by the Sep 15, 2015 Executive Order permitting PsyOps on the populace. By these means—and others–America has been turned into a battlefield: a space where many attest not only are electronic-warfare weapons being deployed, the public is being overtly lied to.

What we are witnessing therefore in news reports on Gavin Long across the board from CNN to the Kansas City Star to the New York Times to the Los Angeles Times is no less than a deliberate campaign of “Perception Management”, which is essentially targeting the already-targeted as purveyors of “conspiracy theory” and paranoia about government surveillance. “Blaming the Victim” certainly comes to mind.
Post Baton Rouge therefore, while mainstream media outlets, including the New York Times, rush to quell public concern about covert programs—inclusive of traumatic, 24/7, body-hacking “electronic surveillance” (which all experimentees report as torture)–in our midst by quelling and discrediting the voices of witness, promoting their trademark image instead of “Targeted Individuals” as mentally ill, schizoid, delusional, paranoid, “anti-government”,“conspiracy theorists”, and “self-described”, David Voigts offers a far different picture of the reality of covert military programs, which he says continue to this day.
In his Facebook statement with the header “Please Read – I have information about the Baton Rouge shootings ***” David Voigts writes:
“This specific program uses human-machine interface weapons (sometimes called hand of god or voice of god weapons) to spoof the target’s nervous system. The system can remotely monitor the target (bio-telemetry). However these systems are bi-directional. They can passively monitor and also provide input.
In simple terms, these people are being tortured. The weapons electrically sync with the nervous system to create sensory information. All the senses can be spoofed but targets typically suffer from auditory or tactile and occasionally olfactory input.

As many have reported, this psychological warfare campaign tragically corrals whole communities and neighborhoods around “targets” through deliberate acts of deception, slander, and lies, convincing neighbors and others to assist in surveilling and tracking victims with physical-surveillance devices and cell-phone-apps, thereby, horrifyingly, multiplying the assault on victims. (Victims are often named, falsely, as mentally unstable, “conspiracy theorists,” “terrorists,” “spies,” “domestic extremists,” drug addicts, or sexual predators (prostitutes/pedophiles), in efforts to despoil reputation and create “buy-in” for community assault of targets.)
Media and mental-health-professional collaboration in this military deception essentially serves to keep these horrific covert programs of neuro-experimentation unchallenged by the larger public.
